New CSD Rates as of Sept 2021

A meeting was held on 08/17/2021 regarding CSD Rate Increases.  The following letter is the result of that meeting.

The Crescent Sanitary District Board of Directors held an emergency meeting on August 17, 2021 to discuss the rate structure for sewer collection services. The District has strived to keep the rates as low as possible. Since the District is new, the rates were set based on an estimation of operating costs and the loan debt the District is responsible to pay.

Rate Increase Meeting Notice

This is a notice to inform the public that there will be an emergency meeting of Crescent Sanitary District’s board of directors on Thursday, August 18th at 5:00 PM. We will be discussing Ordinance No. 08.17.2021 at the meeting, which pertains to a monthly sewer rate increase for residential, commercial, and hotel customers. The public is invited to attend.

Budget Meeting for 2021-2022

The crescent sanitary district will be conducting it’s fiscal year 2021-22 budget meeting on Monday June 28th at 5:00PM at the crescent sanitary district office located at 136745 Hwy 97 in Crescent, Oregon 97733. If there are no modifications to the budget we will hold our budget hearing to ratify the budget thereafter.

Crescent Sanitary District is not the cause of Water Shortage.

Crescent Sanitary District IS NOT the cause of Crescent Water Shortage

As the water wells in Crescent have been drying up, many people have assumed and or blamed it was due to the Crescent Sewer System coming online. The Crescent Sewer System does not use water in the operation. The only water flowing to our treatment ponds comes from your residences and businesses. No other water is added. The water from your leach fields did not affect the water levels in the underground aquifer that supplies Crescent Water Improvement’s supply. That water is only at the ground level and travels downhill to the Little Deschutes River not to our drinking water.

One of the reasons for our water shortage, is due to the lack of rain and snow which is what supplies the aquifer. This water shortage is due to the ongoing drought throughout the western United States and is affecting communities throughout Eastern Oregon.

The water shortage has nothing to do with the Crescent Sewer System.

Public Notice 2-10-2021

PUBLIC NOTICE

February 10, 2021

The Board of Directors wants to thank all citizens for their patience and understanding during the construction of the sewer system. It is almost completed. Construction had to stop due to winter weather and frozen ground. Construction will resume this spring to finish the few areas that had to be put off. The construction crews are hoping to remobilize the end of March if weather allows. The entire construction project is slated to be complete by July 31, 2021.

The final phase will be to decommission the septic tanks and do clean up of properties and streets. It is a state requirement that the septic tanks have to be decommissioned. The tanks will be filled with sand so that they do not collapse in your yards. The decommissioning will not cost the homeowners or business owners. If the homeowner or business owner wish to have their septic tanks removed that would be at your expense.

Crescent Sanitary District has just installed a new billing system. There are bugs to work out and mistakes may happen. If you are billed for a property not hooked to the sewer system, or we have your name or billing address wrong please let us know by calling 1-541-433-2951. Our office hours are Monday through Friday from 9:00 a.m. to 2:00 p.m. The office is located next to the real estate office on Highway 97 in Crescent. There is a drop box for payment next to the door. We can also take debit or credit card payments over the phone. At this time our system is not setup for direct payments from your banking institution but we hope to have that service added soon.

On February 1, 2021 Crescent Sanitary District has taken over management of the Gilchrist Sewer Collection System and billing for their customers. Gilchrist will continue to bill you for your water use and you will still pay at Gilchrist Water for your water bills. Crescent and Gilchrist are working together to fully annex the Gilchrist Collection System into the Crescent Sanitary District. Once construction is completed to reverse Gilchrist sewage into the Crescent Collection System then Gilchrist will work on decommissioning their treatment ponds.
